If healthcare systems want to successfully control the rapid growth in costs and improve the quality of care for patients, then the systems must make significant changes in the way providers are paid.  Progress has been slow in making these necessary changes to methods which have been in place for decades due to challenges facing physicians, hospitals, health plans, employers, and policymakers.  In this provocative presentation, Mr. Miller will identify 10 barriers to payment reform and provide suggestions and strategies to overcome them.

Improved population health and patient experience have been robustly represented in measurement for many years; however, affordability of care measurement has lagged behind. As an integrated care delivery and health care financing system, HealthPartners has developed a balanced approach to affordability measurement called Total Cost of Care and Total Resource Use. In this presentation, participants will learn about HealthPartners’ approach to using the companion measures to drive value, and how the measures can be used to evaluate medical groups, hospitals, and health plans compared to their peer group, and to drill deeper to understand drivers of performance and enable improvement. The presenter will share HealthPartners’ use of the approach and the outcomes they have achieved, the impetus behind the creation of the measure, how it was implemented, and how has it impacted the organization and community.
