Federal Administration of Public Revenue (AFIP)

The evolution of the concept of border, which started as the idea of "limit" and later moved into its current contents of "integration", "cooperation" and "development", has led bordering states to develop joint policies designed to facilitate the international supply chain and migratory movement, all under appropriate safety and control standards. ICT and e-Government progress have allowed providing institutional responses to the growing demand for services of this type of government. "Coordinated Border Management" as well as a proactive attitude of Customs administrations have thus become key tools of the successful policies aimed at the economic and social development of modern states.

It is a challenge for tax authorities in developing countries to accept invoice submitted  on imported vehicle  as recommended by WTO.

Our mission is to assist tax authorities in these countries with a web based soft ware to provide reliable transaction values for the computation of customs duty and taxes on all imported vehicles both new and used.

Our system manages the complex parameters used in the determination of Customs values. This prevents importers from falsely declaring vehicle specifications and under-invoicing. The system has virtually no human intervention. At the input of the Vehicle identification number, VIN/chassis number, all the complex parameters that are required for Customs declaration are automatically generated.

As a critical government organisation in the international  trade supply chain, the statutory roles of the Nigeria Customs Service has increased over the years from collection and accounting for revenue and anti-smuggling operations to trade facilitation, implementation of bilateral and multilateral agreements and implementation of Government fiscal policies.

To ensure that the Service evolve the culture of customs best practices, a six point agenda which includes capacity building, enhanced welfare package for officers and men, moral re-birth for discipline and integrity, collaboration with local and international stakeholders, consolidation of current e-customs trading process as well as  robust and coordinated Public relations activities to create mutual understanding between the service and its publics was put in place to promote efficiency and competitiveness in the global customs community.

The Nigeria Customs Service has effectively deployed strategies to achieve these objectives by eliminating archaic and manual processes that are inconsistent with the global best practices. To this end, the Single Window project was evolved to harmonize and standardize trade transactions in Nigeria.

The Service in partnership with WEST BLUE Consulting, an international business and IT-consulting and technology firm conducted a Feasibility Study including a Gap/Needs Analysis and a Proof of Concept.

The Single Window modernisation programme, when fully implemented, will bring about simplification of the complex trade environment through integration and optimisation of disparate trade processes for an efficient and effective trade environment.

The SW project which presently enjoys political support from the Federal Government of Nigeria and other relevant stakeholders have adopted an approach focusing on the “4Ps”, people, process, platform and policy.  Considerable successes have being recorded with the design and full administration of the trade information portal, www.nigeriatradehub.gov.ngThe portal, which is an interactive and intuitive tool, provides importers, exporters and transit traders’ with relevant information required to carry out businesses in Nigeria.

Today, the Service and all stakeholders’ are optimistic of a future of Customer-Centric trade environment that is efficient and effective.
