Module 1 (2-3 July 2013) – Customs Masterclasses

1. Women in Leadership Workshops (4 days from 2-5 July)

“How can Women in Customs Leadership better understand their management styles and impact the cross-border trading environment?”

 

Duration: 24 hours

 

In an environment where women make up a growing and significant number of higher-education graduates, the WCO views raising the proportion of women in all career paths and promoting women according to merit as vital to the success of Customs and trade. The WCO is committed to encouraging more women to take on high-level responsibilities, to set up breakthrough initiatives and to constantly enhance their management and leadership skills. 

 

Using elements of the WCO’s leading-edge leadership and management development programme, this module will provide participants with the opportunity to gain deeper personal insights into their management styles, which will in turn help them to better influence changes in their Administrations.  The module will then give participants the opportunity to work collaboratively to develop an assessment tool that will address issues of gender equality and diversity within Customs Administrations.

Note that this module is only open to WCO Member Administrations and that space is limited to 30 participants.  Preference will be given to female participants from Sub Saharan Africa.

 

2. Harmonized System (Topic 1) facilitated by Demos – Izaak Wind

“How to deal with a commodity when it comes to classification?”

Get the latest information about the HS 2012 amendments and the discussions in the Committee meetings!

 

Duration: 10 hours

 

Basic rules for classifying goods and justification of the classification opinions. The procedure to amend the HS and the consequential effects on classifying products in the HS 2012. Core fundamentals of the Harmonized System and the classification principles. Classification of chemicals.

 

Sectors covered: General Interpretative Rules, Chemicals and Medicaments. Case studies will complement the presentations on
technical subjects.

·         Day 1: brief introduction to the HS; the procedure for amending the HS and the HS 2012 amendments; the interrelationship between the General Interpretative Rules

·         Day 2: Application of General Interpretative Rules 1 and 6; the classification of INN products; the connection between Chapters 28, 29 and 30; latest developments in the chemical area: suggested amendments for HS 2017

A four-day course on Trade Facilitation and the WCO Economic Competitiveness Package

 

Duration: 20 hours

 

What is Trade Facilitation for Customs; role of the WCO and the Permanent Technical Committee; key WCO instruments and tools and the WCO Economic Competitiveness Package as a means of invigorating implementation of trade facilitation measures; the WCO Revised Kyoto Convention on the Simplification and Harmonization of Customs Procedures - its principles, structure, accession process and implementation challenges; more about other WCO instruments and tools critical for achieving improved facilitation: the Data Model, Single Window Compendium, Time Release Study Guide and others;  what is Coordinated Border Management and how does it contribute to trade facilitation; how does the WCO respond to the Members needs in terms of the on-going WTO Trade Facilitation negotiations, etc.

Why, What, How?

An introductory course at management level with practical sessions to demonstrate implementation techniques and case studies of success stories

 

Duration: 10 hours

 

An introduction to the WCO Data Model, its relationship to a wide range of WCO instruments including the SAFE Framework and the Revised Kyoto Convention, its building blocks and its maintenance procedure. Business process and information modelling: the principles and standards, modelling types and procedures for handling business process and information models. Data Sets: the data sets contained in the Data Model, their structure, their relationship to other standards and their practical implementation. Practical uSAFE of the Data Model (data harmonization and Single Window).

3. Compliance & Enforcement Package – WCO Members only facilitated by Will Ng, WCO Technical Attaché, Compliance & Enforcement Sub-directorate

An overview of WCO Enforcement tools & instruments including the WCO Compliance & Enforcement package, Intelligence and Risk Management, Drug Enforcement, Commercial Fraud – Revenue Assurance, Security Programme, the Customs Enforcement Network (CEN), Environmental Crime, Intellectual Property Rights and Cybercrime.

 

Duration: 10 hours

 

In order to assist its Members improve the effectiveness of their enforcement efforts and achieve a balance between control and facilitation, the WCO has developed a comprehensive technical assistance and training programme. In addition, it has established Regional Intelligence Liaison Offices (RILOs) that are supported by a global database, the Customs Enforcement Network (CEN), to facilitate the exchange and use of information. This course will cover many of the tools & instruments that the WCO has developed to support Members in their Enforcement-related activities.

3. Organizational Development Package facilitated by Matt Bannon, WCO Technical Officer, Capacity Building Directorate

This topic outlines the basic approach of the WCO towards organizational development.  Through interactive discussion, participants will see how the Organization Development Package provides a simple and accessible overview of the texts, tools and instruments that relate to Customs reform and modernization. 

Duration: 10 hours

1.             In order for Customs administrations to build capacity through reform and modernization, and ultimately to be equipped to achieve their objectives, the WCO and its Members have adopted and apply an organizational development approach.  This means that reform and modernization is approached in a holistic, planned and structured manner.  It relies on ownership by administrations and emphasises effective implementation and management of reform.
