Perry Bellegarde
National Chief
Assembly of First Nations
Perry Bellegarde was named AFN National Chief on December 10, 2014. He has spent his entire adult life putting into practice his strong beliefs in the laws and traditions instilled in him by the many Chiefs and Elders he has known over the years. Passionate about making measureable progress on the issues that matter most to First Nations people, National Chief Bellegarde is a strong advocate for the implementation of Inherent Aboriginal and Treaty Rights. Widely known as a consensus builder with a track record of accomplishment, he brings community people, leaders, Chiefs and Elders together to focus on working cooperatively to move issues forward. 

National Chief Bellegarde is from the Little Black Bear First Nation, Treaty 4 Territory. He served as Chief of the Federation of Saskatchewan Indian Nations and Saskatchewan Regional Chief for the Assembly of First Nations. He has also served as the Tribal Chair of the Touchwood-File Hills-Qu'Appelle Tribal Council, Councillor for the Little Black Bear First Nation and Chief of Little Black Bear First Nation. 

Some of the projects that National Chief Bellegarde has facilitated on behalf of First Nations include: 

• Negotiating the addition of 250 gaming machines to the Saskatchewan Indian Gaming Authority (SIGA) resulting in a pathway for the long-term financial stability of the FSIN 
• Facilitating negotiations between the FSIN and the Province of Saskatchewan that resulted in the 25-year Gaming Agreement 
• Leading Little Black Bear (LBB) First Nation out of 3rd party management within 8 months of being elected Chief 
• Facilitating LBB’s re-qualification for CMHC housing after a 13-year period of no new housing 
• A national multi-million dollar compensation package for First Nations veterans and their spouses 
• The successful settlement of the specific claim resulting in the restoration of the Treaty lands in Fort Qu’Appelle to reserve status for Treaty Four First Nations 
• The transfer of the Fort Qu’Appelle Indian Hospital to First Nations control, which resulted in the building of the multi-million dollar All Nations Healing Hospital 

In 1984, Bellegarde became the first Treaty Indian to graduate from the University of Regina with a Bachelor of Administration. In March 2012, he graduated from the Certified Corporate Board Training through The Directors College sponsored by the Conference Board of Canada and McMaster University's DeGroote School of Business. 

National Chief Bellegarde’s candidacy for National Chief of the Assembly of First Nations was based on a vision that includes establishing processes for self-determination; recognition of inherent Aboriginal and Treaty rights; the revitalization and retention of indigenous languages; and establishing a new relationship with the Crown – one that removes the long-standing 2% cap on federal funding. 

National Chief Bellegarde believes in upholding Indigenous rights as human rights and does so in international forums. Most recently, he spoke at the United Nations World Conference on Indigenous People in New York. He has called on the Prime Minister to launch an immediate inquiry and to develop a plan of action on Canada’s Missing and Murdered Indigenous Women and Girls. 

National Chief Bellegarde is the recipient of the Queen’s Jubilee Medal (2012), Saskatchewan Medal (2005), Queen’s Jubilee Medal (2002) and Confederation Medal (1992). He has been honoured by several Chiefs and Elders who have acknowledged him as their adopted son. He honours them by carrying their teachings forward as he works diligently toward the implementation of Inherent Aboriginal and Treaty rights, self-determination and a shared vision for the future.



 
Stephen Clark
Senior Vice President
Canadian & Eastern U.S. Gas Pipelines, TransCanada
Steve Clark oversees all of TransCanada’s natural gas pipeline assets in Canada and the northeastern United States, including the NGTL System, the Canadian Mainline, Foothills System and TransCanada’s interests in the Trans-Quebec & Maritimes Pipeline, Portland Natural Gas Transmission System and Iroquois Gas Transmission System. 

Prior to his current role, Mr. Clark was Vice-President, Commercial West, providing commercial leadership for TransCanada’s Alberta, B.C. and Foothills Systems. Previously, he was Director, Sales & Marketing – Gas Transmission West and Vice-President, Western Business Development, where he was responsible for developing pipeline business opportunities in western North America. 

Mr. Clark graduated with a Bachelor of Science degree in Chemical Engineering from the University of Alberta in 1981. He also holds an MBA from the University of Calgary, which he completed in 1992.



 
Brad Darbyshire
Vice President of Operations - Saskatchewan

Born and raised in Saskatchewan’s great North, Brad is a proud member of the Buffalo River Dene Nation. Over 17 years, he has specialized his professional development in the mining and construction field at both management and field trade levels. 

Brad believes that strong partnerships build sustainable futures. Working to enhance business participation with Saskatchewan’s First Nations people, Brad has dedicated his leadership and career to integrating community values with exceptional business practices to form highly competitive companies that excel in today’s market. 

Brad’s educational background includes an Interprovincial Journeyman Heavy Duty Mechanics Certificate from Kelsey SIAST in Saskatoon, a certificate in Strategic Alliances from UBC Executive Education, and a Master’s Certificate in Project Management from U of S. His education and professional development give him a depth of knowledge to comfortably address any level of operation. 

Developing a robust Aboriginal workforce is of high priority to Brad, and he has leading experience in developing Corporate initiatives to increase Aboriginal people’s participation in its Canadian operations with the objective of growing tomorrows labor force.



 
Doug Kelln
President and CEO
TransGas
Doug joined the natural gas division of SaskPower in 1982. Since then, he has had increasing responsibilities in the areas of engineering, construction, operations, customer services, business development within SaskEnergy and TransGas. Doug transferred to SaskEnergy/TransGas Limited when the companies were formed in 1988. 

Doug was appointed President & CEO SaskEnergy/TransGas on November 25, 2004, bringing his wide range of company knowledge to the position. He is a graduate of the University of Saskatchewan and earned his Bachelor of Civil Engineering Degree in 1982. 

Doug is currently the Past Chair on the Canadian Gas Association Board of Directors and represents TransGas on the Canadian Energy Pipeline Association Board of Directors.



 
Brenda Kenny
President and CEO
CEPA
Brenda Kenny is President and CEO of the Canadian Energy Pipeline Association (CEPA) where she works with industry partners and key stakeholders to advance pipeline safety, operating excellence and sound policy. Leadership in outreach and collaboration to solve problems and implement solutions is central to her role at CEPA. Brenda has extensive experience in energy regulation, sustainability and strategy development. Prior to joining CEPA, she spent a number of years with the National Energy Board where she provided executive leadership in policy, regulatory reviews and finance. 

Brenda is an adjunct professor in the Haskayne School of Business at the University of Calgary. She serves on the Board of Governors for the University of Calgary, chairs that Board’s Environment, Health, Safety & Sustainability Committee and sits on the Board the Climate Change and Emissions Management Corporation (CCEMC), an Alberta independent not-for-profit organization that invests in clean technology solutions. Brenda also serves on the Board of the Alberta Economic Development Authority (AEDA) to provide strategic advice on diversifying the economy and improving Alberta’s competitiveness. 

Brenda is also a Canadian Academy of Engineering Fellow, a member of the Institute of Corporate Directors and has been active in a variety of boards and community groups including WaterSMART, the Calgary Chamber of Commerce, Sustainable Calgary and imagineCALGARY. Brenda holds a Doctorate in Resources and the Environment, a Masters of Mechanical Engineering, and a Bachelor of Applied Science.



 
Terrance Kutryk
President and CEO
Alliance Pipeline Ltd.
Terrance Kutryk was appointed President and Chief Executive Officer of Alliance Pipeline on October 1, 2012. 

Prior to joining Alliance, Terrance most recently held the position of Senior Vice President, Midstream & Refined Products at Husky Oil Operations Limited and was responsible for a wide-ranging portfolio that included global commodity marketing, logistics and trading, storage, refining and upgrading business, pipelines, cogeneration, retail and wholesale operations, asphalt marketing, product supply and distribution, and new ventures. Terrance has also held the position of Chairman of the Board for Sultran Ltd. and Pacific Coast Terminals Company Ltd. 

Terrance is Chair of the Board of Directors for the Canadian Energy Pipeline Association (CEPA) and is a member of the American Society of Mechanical Engineers, Petroleum Society of Canada, Canada Heavy Oil Association, CFA Institute and the Calgary Society of Financial Analysts. 

Terrance was born in Calgary, Alberta. He holds Masters of Business Administration and Bachelor of Commerce degrees from the University of Calgary, and a certificate in Petroleum Land Management (CPLM) from Mount Royal University. He is a Chartered Financial Analyst and holds designations from the Investment Dealers Association of Canada.



 
Dave Lawson
Vice President Canadian Projects
Enbridge
Dave is currently Vice President, Major Projects Execution and is located in Edmonton, Alberta. In this role, Dave provides strategic leadership and direction to a team responsible for engineering design, procurement and construction for pipeline and facility infrastructure projects, as well as managing the front end interfaces for regulatory permitting. Dave has over 25 years of experience with Enbridge in the areas of operations, integrity, engineering and project management and has been with the Major Projects business unit since its inception in 2007. 

Dave holds a Bachelor of Science degree in Civil Engineering from the University of Alberta and is a Registered Professional Engineer with APEGA.



 
Bill Partington
Chief Operating Officer
Ledcor Pipeline Limited
William (Bill) Partington is the Chief Operating Officer of Ledcor Pipeline Limited, a member of the Ledcor Group of Companies. He joined Ledcor in 2005 as Senior Vice President and has been COO since 2007. 

Bill graduated form the University of New Brunswick B.Sc., Civil Engineering in 1977. He has been in the heavy construction field since graduating; most of which time has been directly related to pipeline construction. He has been involved with the estimating, feasibility studies, engineering, scheduling, cost control, and project management of pipeline projects since 1980 in Canada, as well as selected projects in the United States, Saudi Arabia, Bangladesh, Malaysia and Thailand over the same period.

Laurie Pushor
Deputy Minister (Economy)
Laurie Pushor is the Deputy Minister of the Economy. He was previously the Assistant Deputy Minister of the Performance and Strategic Initiatives division. Prior to joining the Ministry of Economy, he spent four years as a Chief of Staff with the Saskatchewan Government. He was fortunate to serve as the Chief of Staff with Minister Harpauer in Social Services, With Minister Boyd in Energy and Resources and Minister McMorris in Health. 

Prior to joining the Saskatchewan government Laurie was the Director of Recruitment and Admissions for the University of Saskatchewan. This role included responsibility for Canadian as well as International recruitment and International student activities. Before moving to Saskatoon eleven years ago Laurie and his family spent three years in Nova Scotia where he played a similar role for St. Francis Xavier University. 

Prior to Nova Scotia Laurie and his family lived many years in Edmonton. He worked with the provincial government in a variety of roles including with the Ministry of Economic Development. In addition he served at the political level early in his career with the Lougheed government as well as later with the Klein administration. Laurie has private sector experience most significantly managing a consulting operation involved with marketing and public opinion research as well as fund raising counsel. 

Laurie’s wife, Debbie, is a Professor at the U of S with research interests in parent engagement and parent knowledge. They have three sons, the eldest 24 and twins who are 20. Laurie splits his time between their home in Saskatoon and Regina.

Premier Brad Wall
Premier of Saskatchewan
Brad Wall was first elected Premier of Saskatchewan in the November 2007 provincial election. His government was re-elected in the 2011 provincial election with 64 per cent of the popular vote – the highest percentage of any political party in Saskatchewan history. 


Premier Wall’s government can point to a remarkable list of achievements, including: 

• Seven consecutive balanced budgets; 
• The largest tax cuts in the history of Saskatchewan; 
• Reducing the province's debt by 44 per cent; 
• Saskatchewan receiving a AAA credit rating from Standard & Poor’s for the first time in the province’s history, the highest level possible for a provincial government; 
• More support for people with disabilities, those suffering from diabetes and being the first province in Canada to fund clinical trials for the Multiple Sclerosis (MS) Liberation Treatment; 
• Saskatchewan’s population hitting an all-time high of more than 1.12 million people; 
• The most aggressive youth retention program in the country to ensure Saskatchewan’s young people stay and work in the province; and
• Record infrastructure spending to improve roads, schools, hospitals and senior's facilities all across Saskatchewan and to provide more affordable housing for those with lower incomes. 

Premier Wall was first elected to the Saskatchewan Legislature in 1999, representing the constituency of Swift Current. Prior to entering elected politics, he was active in his local business community and involved in service work spanning local events, economic development and health care recruitment. 

One of his earliest forays into politics was in the late 1980's as a founding member and western co-chair of the Alliance for the Future of Young Canadians. This was an organization dedicated to promoting free trade. 

Premier Wall was born and raised in Swift Current, which is in Saskatchewan’s southwest. He still lives there with his wife, Tami, their daughter Faith and their dog Zeke. Their other children - daughter Megan and son Colter - are enrolled at the University of Saskatchewan. 

Premier Wall received his post secondary education at the University of Saskatchewan, where he earned an Honours degree in Public Administration. 

During the last few years, Premier Wall has been consistently rated as Canada’s most popular premier in public opinion polls. He has earned a national reputation as a forceful and articulate defender of Saskatchewan’s and Canada’s trade interests, particularly in the areas of energy and agriculture. 

He is also an advocate of health care reform and, along with Prince Edward Island Premier Robert Ghiz, he served as co-chair of the Council of Federation’s Health Care Innovation Working Group. 

In his spare time, Premier Wall enjoys spending his time with family, reading, cooking, golfing, cheering for the Saskatchewan Roughriders and tinkering with his 1967 Dodge Coronet.



 
Kent Wilfur
Vice President, Project Execution
Spectra Energy Transmission West
Kent Wilfur is vice president of project execution for Spectra Energy Transmission West. In this role, he oversees engineering, project management and construction for all major capital expansion projects in Western Canada, including the Canadian LNG and Spectra Energy Liquids business groups. 

Kent has close to 25 years of industry experience in engineering, supply chain and project development. He first joined Westcoast Energy in 1991, moving through several engineering positions, before transitioning to supply chain management in 1999. In 2005, Kent moved to Houston, Texas, to serve as general manager of project development and asset planning. From 2009 to 2012, he led an enterprise-wide supply chain transformation effort for Spectra Energy. 

Prior to his current role, Kent held the title of general manager, projects. His responsibilities included project management for major expansion projects in Western Canada, as well as overseeing project development and project control teams. 

Wilfur earned a Bachelor of Applied Science in Mechanical Engineering from the University of British Columbia, and also holds a Master of Business Administration from the University of Western Ontario. 

He is a Board member of the Canadian Energy Pipeline Association Foundation.
